Grant Proposal Guidelines
 

NEBRA´s mission is "to preserve and improve competitive cycling in New England". One of the ways that this can be accomplished is by providing grants for local and regional "grassroots" activities and events such as training clinics, junior development programs, race series, etc.

If you are a New England club or promoter or a New England amateur cyclist and would like to apply for a NEBRA grant, please follow the guidelines below.

1)      The applicant (club/promoter) must be a current NEBRA member, or must be an amateur cyclist with a New England address on his/her racing license.

2)      The grant proposal must be typed (Word format, preferred) and submitted to    any    NEBRA Board of Directors member

3)      The grant proposal must include the following information:

     a)      The specific purpose for the grant (program, series, etc.)

     b)      How the grant will benefit New England cycling (# of riders affected, increased licenses, skill improvement, etc)

   c)      The specific amount of money requested and the amount budgeted by the club or organization for the event

  d)      A budget for the event that shows all sources of revenue for the event and identifies specifically how the grant funds will be spent

  e)      The applicant’s previous experience with events of this kind or other relevant history

  f)        A brief information about the person(s) in charge of the event, including the name, address, club affiliation, email, phone #

 

4)      Grants will also be considered for individuals who have qualified for a representative (Regional/National) team or some other equivalent standard, the selection to which has been made by a third party (other than NEBRA). The individual seeking a NEBRA grant should send in the grant request, making sure to complete items 3a, 3c, 3d, 3e, and 3f. The discretion of the NEBRA Directors will be used in assessing the budgetary needs of NEBRA and the merits of such application in determining whether to award the grant.

5)      In evaluating a grant application, the NEBRA Directors will apply the following  criteria: 

   a)      Whether the grant furthers competitive cycling. Grant applications should not be submitted for funding events that are primarily recreational or promotional in character.

  b)      The purpose for which the grant funds will be used. Grant funds will not be awarded for the purchase of t-shirts or other promotional items.

  c)      The commitment of the grant applicant to the program or service. NEBRA grant funds are not intended to be the sole source of revenue for an event. The grant applicant should clearly demonstrate in the application that it is providing at least 50% of the funding for the event.

  d)      The degree to which the event benefits regional cycling by:

       i)        Increasing the number of USA Cycling licenses sold or furthers participation in licensed cycling events

      ii)       Improving racing skills or knowledge

     iii)     Providing some other tangible benefit deemed appropriate by the Directors

 

6)      Acknowledgement: If approved, all granted event announcements and promotional materials (written or otherwise), must include the NEBRA logo (as appropriate) and must clearly state that the event or activity "is made possible, in part, from a grant from NEBRA." This includes:

·        f1yers

·        handouts

·        emails

·        web site listings

·        live announcements (from organizer, MC, etc.)  

 

7)       Follow up: In accepting a grant, the organizer/individual must agree to submit a written report back to NEBRA within 30 days after event. This report must include an itemization of all uses of the grant money (specified in item 3d), and must generally describe how the event went, any differences between what was originally scheduled and what actually happened, and must detail the number of participants, specific program successes (licenses sold, skills learned, etc), and areas that should be addressed in the future.

New England Bicycle Racing Association 2007 Grant Acceptance Agreement

 
 
Dear Grant Requestor:

The New England Bicycle Racing Association (NEBRA) has approved a grant of {Grant amount} (hereinafter the "Grant") of the {Requested amount} requested in your {Name of Grant Proposal}. One of the missions of NEBRA is to support grassroots cycling activities and events such as training clinics, race series and junior development programs, etc. We are pleased to support such a worthwhile program/effort/activity as the one you propose.

As a condition of accepting the Grant, you, {Grant Requestor}, must provide NEBRA with a report (hereinafter the "Report") that provides a brief description of the granted event(s), an itemization of all expenditures of the Grant money, including each payee and a description of the expense (including receipts), and must generally describe how the event(s) went, any differences between what was originally scheduled and what actually happened, and must detail the number of participants, specific program successes, and areas that addressed or improved in the future and the Report shall be due prior to ________________________ 2007.

Grantee acknowledges that by accepting the grant funds that the Grantee has a legal obligation to submit a timely report that properly accounts for the Grantee´s use of the funds. Should Grantee fail to submit the report by the date specified herein, Grantee will be notified of the failure and shall submit the report within 30 days of the date of the notice. In the event that the Grantee fails to submit the report within 120 days of the date specified herein, Grantee shall be deemed ineligible to apply for further NEBRA grants for a 3 year period and shall be legally responsible for the repayment of all grant funds for which a report has not been submitted. In no event shall a Grantee that fails to submit a report be eligible to receive further grant funds from NEBRA. Grantee also personally promises and agrees to remit and reimburse NEBRA on or before the due date of the Report, any and all grant monies not used consistent with the following specifics for and of the Grant: ____________________ [detail of grant expenditures].

As a further condition of accepting the Grant, you are required to have any and all announcements and promotional materials (written or otherwise) used in conjunction with this granted event(s) include the NEBRA logo (as appropriate) and must clearly state that the event or activity "is made possible, in part, from a grant from NEBRA." This includes:
·  flyers
·  handouts
·  emails
·  web site listings
·  live announcements (from organizer, MC, etc.)

Please indicate your acceptance of the Grant and these conditions by signing below. Keep a copy for your records and return this original signed letter of acceptance to: Mark Hagen, 11 Upland Rd, Natick, MA 01760. Your grant check will be mailed within 14 days of receipt of this agreement.
